Instructions
Mix together cottage cheese, cabbage, and carrots in a bowl. Add potatoes and mix well.
Add salt, crushed black peppercorns, and ginger-garlic paste. Mix well.
Add cornflour and mix. Place on breadsticks and shape to lollipops. Set this aside.
Mix together refined flour, salt, crushed black peppercorns, cornflour with some water to form a slurry. Dip the prepared lollipops in it.
Heat sufficient oil in a kadai for deep-frying. Deep-fry till golden brown. Drain on absorbent paper.
Notes
If you are health conscious, you can bake it instead of frying.
